This PR improves the model card for the PaCo-RL framework.

It includes:

• A link to the paper PaCo-RL: Advancing Reinforcement Learning for Consistent Image Generation with Pairwise Reward Modeling.
• Links to the project page and the GitHub repository.
• An overview of the model's key components and purpose, derived from the paper abstract and GitHub README.
• Relevant metadata: pipeline_tag: image-text-to-text and library_name: transformers, enabling the automated 'How to use' widget for transformers compatible models.
• The BibTeX citation for the paper.
